NMRDA’s Besa-Beltarodi get into legal tangle

The Besa-Beltarodi region planning of the Nagpur Metropolitan Region Development Authority (NMRDA) could be treated illegal since the plan has not been prepared by the Nagpur Metropolitan Regional Development Committee (NMRDC), as per the directive of Maharashtra Government. The constitution of the committee is yet to be finalised and the task may take at least three months, sources said.Nagpur Improvement Trust (NIT) has called an emergent meeting on this issue on June 1 when a decision may be taken that the NIT should go ahead with its original plan or stop all the activities related to Metro Region till the constitution of the NMRDC. Sources said that Ramanand Tiwari, Principal Secretary of Urban Development Department (UDD), has directed the Nagpur Divisional Commissioner to conduct the election for the NMRDC immediately. Accordingly, the process has been initiated and it would take three months.

The committee will prepare the scheme and policies for the development of the areas coming under the NMRDA – within 25 kms of existing municipal corporation limits. The Committee will have to follow the mandate of article 243 (2) of the Constitution. Only after this stage, the State Government may accord its nod to development plan prepared by the committee.

Hence, without the nod of the committee the regional plan of the NIT itself would be illegal. Maharashtra Government is constituting a committee, under the 73rd and 74th amendment of the Constitution, to make development planning process of metros more democratic. It will be elected body comprising public representatives to make it comprehensive and public oriented.

The members of the committee will be elected from the Municipal Corporations, Municipal Councils, Zilla Parishad, Panchayat Samiti and other local self bodies.

  1. prices of flats and plots are gone beyond the reach of middle class people. so such ppl have taken flats in beltarodi or besa which now is in a real mess and the case is pending in the court. does the government think abt such people. the regularization is taking such a lot time that the people have to spend money on their rents as well as the amount given to the builder as advance for the flat. prices of properties in nagpur are at such heights that even in mumbai they have not increased at that extent, buying a property in nagpur is so very dangerous that u wont come to know when ur property will go in a dispute inspite of the clear papers. i plead to the government to levy some fine and regularize the same like the ulhasnagar, mumbai issue. i once again request the government to take a decision in favour of the buyers so as to enable them to have their dream house in their limits of their salaries…….thanking you

    Dear Sir,

    Nagpur, inspite of being B class city is having 02 civic authority i.e. NMC & NIT. This has caused lot of messy situation about the plots in Besa Area & common people are suffering like anything. Please regularize BESA area under Metro region without any further delay. We have registered sale deed with NA/TP Sanctioned & unable to sell or construct own house evenafter spending huge amount of our lifetime earning. Is is not the injustice with common people suffering just because of lackdaisical / sluggish blame game attituide of authorities. Please support us, all Besa area plot owners are having lots of expectation from you.

    Please support us by speedy resolution of Besa region regularization & development.

  4. ALL THE GOVERNMENT PEOPLE ARE MAKING A MOCKERY OF SITUATION AND HARRASSING PEOPLE AND FILLING THEIR OWN POCKETS . IS ANY ONE LISTENING .

  5. MOST OF THE LANDS ARE IN GREEN ZONE IN BELTARODI NAGPUR AND THEY HAVE BEEN ISSUED NON AGRICULTURE PERMISSION WAY BACK IN 2004 . NOW AFTER 6 YEARS THE COLLECTOR HAS TO SAY THAT THE AREA IS IN GREEN ZONE . NOW BUILDINGS HAVE COME UP IN THAT AREA PEOPLE HAVE STARTED LIVING . HOW COME THE COLLECTOR WOULD RESOLVE THIS PROBLEM.

  6. Is there any further developement on this issue. I think some of the plots are already legalised by NIT. What about the rest plots ?

  7. Does this include all new developments by Developers in BESA Area as well. There are lots of Plota that have come up in this regions. Will they all be considered illegal.
